    In the first part of the paper the author considers averaging operators over hypersurfaces satisfying the rotational curvature condition of \textit{D. H. Phong} and \textit{E. M. Stein} [Invent. Math. 86, 75--113 (1986; Zbl 0656.42009)]. He obtains optimal restricted weak type bounds for these operators in all dimensions. The main novelty in his result is the relatively weak regularity assumption on the surfaces. In the second part of the paper he considers circular averages. Let \(Mf(r,x)\) be the average of the function \(f:\mathbb{R}^2 \rightarrow \mathbb{R}\) on the circle with radius \(r\) centered at \(x\in \mathbb{R}^2\). In [Am. J. Math. 119, No. 5, 985--1026 (1997; Zbl 0892.52003)], \textit{T. Wolff} proved that \(M\) maps \(W^{3,\varepsilon}\) into \(L^3_r(L^\infty_x)\) for any \(\varepsilon>0\). The author gives a simplified proof of this result using a combinatorial tangency counting bound of \textit{T. Wolff} [Geom. Funct. Anal. 10, No. 5, 1237--1288 (2000; Zbl 0972.42005)] for circular annuli.
