Let \(C_{m,p}\) denote the Bessel capacity and \(\text{CAP}_k\) the polynomial capacity defined by \textit{V. G. Mazya} [Sobolev spaces (Springer-Verlag) (1985; Zbl 0692.46023)]. The classical Sobolev space of smoothness \(m\) and integrability \(p\) with boundary data \(0\) is denoted by \(W^{m,p}_0\). The author proves: Suppose \(F\) is a closed subset of \(\mathbb R^n\) that preserves Markov's inequality. Let \(Q:=Q(x_0,r)\) denote a cube with sidelength \(r\leq 1\) centered at \(x_0\in F\). Then there exist points, \(x_1, \ldots, x_{n+m-1\choose m-1} \in Q\cap F\), and constants \(C,\alpha > 0\) independent of \(x_0\) and \(r\) such that \[ \text{CAP}_{m-1}(W^{m,p}_0(F^c)| _Q, W^{m,p}_0(2Q)) \geq C \min_{i=1,\ldots, {n+m-1 \choose m-1}} C_{m,p}(B(x_i,\alpha r) \cap F \cap Q(x_0,r)). \] The local Markov inequality might be useful in the study of Hardy and Poincaré inequalities.
