\textit{O. Kowalski} [Ann. Global Anal. Geom. 8, 211-214 (1990; Zbl 0736.53047)] gave the first example of a locally homogeneous Riemannian manifold that is not locally isometric to a homogeneous space. Such manifolds were called strictly locally homogeneous (s. l. h). The author of the present paper has reported at the 4th Midwest Geometry Conference, Iowa, 1994 his result (with a proof) that in dimension 5 any s. l. h. Riemannian manifold is locally isometric to a Kowalski space. Now this result is published with a proof given by the Cartan triple method. Meanwhile \textit{K. Tsukada} published [Differ. Geom. Appl. 11, 13-28 (1999; Zbl 0941.53043)] a different proof of this characteristic of 5 dimensional s. l. h. manifolds.
