In this reprinted paper [Rev. Mod. Phys. 21, 447-450 (1949; Zbl 0041.56701)] the model of a rotating universe within General Relativity has been deduced. The model became famous due to its property that closed time-like curves exist inspite of the global \(R^4\)-topology of the space-time.
