The aim of the present article is to give a direct proof of the ACL-property for quasiconformal mappings on general Carnot groups taking as a starting point the weakest definition of quasiconformality among those in the literature. The proof is based on \textit{D. E. Men'shov}'s theorem [Rec. Math. Moscow, N. Ser. 2, 339-354 (1937; Zbl 0017.21504)] on mappings taking infinitesimal circles into infinitesimal circles. Men'shov studied univalent analytic functions in \(\mathbb R^2\); however it is worth to mention that his method turned out for application of proving the ACL-property not only on the plane but also in the space. Remark that for Carnot groups of class two and for the case of Heisenberg groups this approach was realized by G. D. Mostow and A. Korányi -- H. M. Reimann respectively. The method developed in the present article makes it possible to establish absolute continuity not only on the lines of horizontal foliations, but also on the lines of foliations determined by vector fields of higher graduation.
