A boundary element method is analyzed for time-harmonic Maxwell's equations on the exterior of a Lipschitz surface in \(\mathbb{R}^3\). The Stratton-Chu representation of the electric field is used as the foundation of a weak formulation of the problem. The difficulty posed by possible irregularities at edges and corners of the boundary is handled by a special choice of mixed finite elements. A convergence theorem is proved.
