A converse theorem states a global representation \(\Pi=\otimes\pi_v\) of \(\operatorname{GL}_n\) satisfying certain criterion is automorphic, with the criterion being that the \(L\)-function \(L(\Pi\otimes\Pi',s)\) satisfies some nice properties, where \(\Pi'\) runs through a class of automorphic representations of \(\operatorname{GL}_m\) with \(m<n\). \textit{J. W. Cogdell} and \textit{I. I. Piatetski-Shapiro} [Publ. Math., Inst. Hautes Étud. Sci. 79, 157--214 (1994; Zbl 0814.11033)] gave the first proof of a converse theorem for \(\operatorname{GL}_n\). Their result proved to be fundamental in establishing a Langlands functorial lift for classical groups. This paper strengthens Cogell and Piatetski-Shapiro's result by removing some technical conditions in their theorem, in particular the \(\Pi'\) are taken to be unramified representations of \(\operatorname{GL}_{n-1}\).
