The aim of this paper is to establish the \(Tb\) theorem for the inhomogeneous Besov spaces \(B^{s,q}_{p,b}\) and Triebel-Lizorkin spaces \(F^{s,q}_{p,b}\) associated with a para-accretive function \(b\) on homogeneous type spaces. As an application of the \(Tb\) theorems, the authors show that the Riesz potential can be used as the lifting operator of the spaces \(B^{s,q}_{p,b}\) and \(F^{s,q}_{p,b}\). The main tools used in the proof of the theorems are the Calderón reproducing formulas associated with a given para-accretive function obtained by \textit{D. Yang} [Taiwanese J. Math. 9, No. 4, 683--720 (2005; Zbl 1099.43008)].
