Quantum groups have been studied intensively for the last decades from various points of view. The underlying mathematical structure is that of an algebra with a coproduct. Compact quantum groups admit Haar measures. The concept of tensor operators is very important in applications of symmetry techniques (Lie groups and algebras) in theoretical physics. The importance of tensor operators in the representation theory of Lie groups and algebras leads naturally to investigating the concept of tensor operator for quantum groups and algebras. The Jordan-Schwinger realization is used to construct tensor operators as the even and odd dimensional irreducible submodules of an adjoint representation of the quantum algebra \(\breve{U}_q(su_2)\). The Wigner-Eckart theorem is a well-known result for tensor operators of any compact Lie group. The Wigner-Eckart theorem will be used to obtain a generalization of the Jordan-Schwinger representation of \(SU(2)\) to infinite-dimensional representations of \(\mathrm{Spin} (2,1)\) and \(\mathrm{Spin} (2,1)\). Using the Wigner-Eckart theorem, all \(\breve{U}_q(su_2)\)-submodules are equipped with the left and right \(q\)-Hilbert-Schmidt scalar products. In the paper under review it is seen that both left and right \(q\)-Hilbert-Schmidt scalar products are right \(SU_q (2)\)-invariant and left \(SU_{q^{-1}}(2)\)-invariant. Moreover, every irreducible submodule of the adjoint representation of the quantum algebra \(\breve{U}_q(su_2)\) as an associative algebra with unit, is a left quantum space for \(O(SU_{q^{-1}}(2))\) and a right quantum space for \(O(SU_q(2)).\) Finally, it is shown that there is a natural compatibility between the coproducts and the Haar measures of the quantum groups \(O(SU_{q^{-1}}(2))\) and \(O(SU_q(2))\) and the definitions of the left and right \(q\)-Hilbert-Schmidt scalar products on the tensor operators of the Hopf algebra \(\breve{U}_q(su_2).\)
