This work presents a rigorous derivation of the linearized evolution equation about a steady state of the two-phase interface Euler equations which unifies the Kelvin-Helmholtz and quasi-laminar models. The analysis includes surface tension and a vortex sheet cases (i.e. discontinuity in the velocity across the air-sea interface).
