The paper under review is concerned with the base change relative to an extension \(F/\mathbb{Q}\) with \(F\) being a totally real Galois number field. Under some mild assumptions, the author proves that holomorphic newforms of weight at least 2 and odd level can be lifted to \(F\). The proof combines the \textit{Hida-Maeda} strategy [\textit{M. Hida} and \textit{Y. Maeda}, Pac. J. Math., Spec. Issue, 189--217 (1998; Zbl 0942.11026)] with strong Modularity Lifting Theorems (MLT) of \textit{M. Kisin} [J. Am. Math. Soc. 22, No. 3, 641--690 (2009; Zbl 1251.11045)], \textit{C. M. Skinner} and \textit{A. J. Wiles} [Ann. Fac. Sci. Toulouse, VI. Sér., Math. 10, No. 1, 185--215 (2001; Zbl 1024.11036)], and \textit{D. Geraghty} [Modularity lifting theorems for ordinary Galois representations, preprint], the propagatory techniques, and also some new ideas. The paper first introduces through level-raising a ``good-dihedral prime'' \(q\) in the level to control the residual images, and then performs the killing ramification at primes in the level relying on the MLT. The main innovation of the paper comes at the step where author removes the good-dihedral prime from the level.
