The authors consider the Sturm--Liouville spectral problem \[ -y'' + q(x) y = z\, y,\qquad x\in I=(-1,1),\tag{1} \] subject to the following initial conditions \[ \beta_1 y(-1) + \beta_2 y'(-1) =0,\qquad z(\alpha_1' y(1) - \alpha_2' y'(1)) + (\alpha_1 y(1) - \alpha_2 y'(1))=0. \] Moreover, the authors impose two more transmission conditions at the points of discontinuity, \({\epsilon_-}\) and \({\epsilon_+}\): \[ y({\epsilon}_- -) - \delta y({\epsilon_-}+) =0,\qquad y'({\epsilon_-}-) - \delta y'(\epsilon_- +) =0,\tag{2} \] and \[ \delta y(\epsilon_+-) - \gamma y(\epsilon_++) =0,\qquad \delta y'(\epsilon_+-) - \gamma y'(\epsilon_+ +) =0. \tag{3} \] It is assumed that \(\epsilon_\pm =\pm \epsilon\) with some \(\epsilon \in (0,1)\), \(q\) is real-valued and continuous on \([-1,\epsilon_-)\cup (\epsilon_-,\epsilon_+)\cup(\epsilon_+,1]\) and admits finite limits \(q(\epsilon_-\pm)\) and \(q({\epsilon_+}\pm)\). Moreover, it is assumed that the coefficients in the boundary conditions are real and such that \(|\beta_1|+|\beta_2|\neq 0\), \(\delta\), \(\gamma\neq 0\), \(\rho:=\alpha_1'\alpha_2 - \alpha_2'\alpha_1>0\). Let \(\phi(z,x)\) and \(\theta(z,x)\) denote the fundamental system of solutions of the spectral problem (1) satisfying transmission conditions (2) and (3) and normalyzed as follows \[ \phi(z,-1)=\beta_2,\quad \phi'(z,-1)=-\beta_1;\qquad \theta(z,1) = z\alpha_2'+\alpha_2,\quad \theta'(z,1) = z\alpha_1'+\alpha_1. \] Denote by \(W(z)\) the Wronskian of \(\phi\) and \(\theta\).
