The authors first characterize the matrix classes \((X, Y)\), where \(X\) is any of the classical sequence spaces \(\ell_p\) \((1\leq p<\infty)\), \(c_0\) and \(c\) and \(Y\) is any of the spaces \(w_0\), \(w\) and \(w_\infty\) of all sequences that are respectively strongly summable to zero, strongly summable and strongly bounded, by the Cesàro method of order 1. They also establish representations of the general operators \(L\in\mathcal{B}(c, Y)\) and estimate their operator norms. Next, the authors compute or estimate the Hausdorff measures of noncompactness of linear operators and characterize classes of compact operators from any one of the classical sequence spaces \(\ell_p\) \((1\leq p<\infty)\), \(c_0\) and \(c\) into the spaces \(w_0\), \(w\) and \(w_\infty\). Further, a characterization of all compact operators in \(\mathcal{B}(\ell_1, w_\infty)\) is given by an application of the results in [\textit{W. L. C. Sargent}, ``On compact matrix transformations between sectionally bounded \(BK\)-spaces'', J. Lond. Math. Soc. 41, 79--87 (1966; Zbl 0135.36402)]. Finally, the authors apply their results to establish a characterization of all compact \(cw\)-regular linear operators, which is similar to that given for regular compact linear operators in [\textit{L. W. Cohen} and \textit{N. Dunford}, ``Transformations on sequence spaces'', Duke Math. J. 3, 689--701 (1937; JFM 63.0352.01)].
