A set \({\mathfrak A}\) of nonnegative integers is constructed which is a basis of order 2, that is, every integer \(n\geq 0\) can be represented as \(n=a+a'\), \(a,a'\in {\mathfrak A}\), while \(\sigma\) (n), the number of these representations is bounded in the square mean, i.e. \(\sum_{n\leq N}\sigma (n)^ 2=O(N)\).
