    The authors consider a new adaptive finite element algorithm with local refinement by standard bisection. The algorithm is based on an adaptive marking strategy which is based on a comparison of an oscillation term with a simple estimator. The convergence and the optimal complexity is proven. The algorithm is based on the lowest-order Raviart-Thomas finite element space. The inexact solution of the discrete system is controlled by an adaptive stopping criterion related to the estimator.
