The Turán problem that goes back to 1970 is to evaluate \[ A(h)=\sup_{f\in K(h)}\int_{-h}^h f(x)\,dx, \] where \(K(h)\) is the class of all 1-continuous periodic even functions \(f\) with nonnegative Fourier coefficients vanishing on \(h\leq| x| \leq1/2,\) with \(f(0)=1.\) Till now solution for some rational \(h\) was known and certain conjectures proposed. In this paper the authors solve this problem for all rational \(h.\) More precisely, for positive integers \(p\) and \(q\) there holds \(A(p/q)=1/(q\gamma_0(p,q)),\) where \(\gamma_0(p,q)\) is the zero coefficient of a polynomial that is the solution of a special extremal problem.
