The authors study the problem of searching for values of \(\lambda,\;\lambda \neq q_2,\;\) at which there exist non-trivial solutions \(u\) of the problem \[ \triangle u + (q_i - \lambda) = 0,\;x \in \Omega_i,\;i=1,2,\;[u]_x = \left[ \frac{\partial u}{\partial \nu} \right]_x = 0\;\text{on}\;\partial{\Omega_1} \] which decrease in infinity. Here \(q_1 > q_2\) are two positive constants, \(\Omega_1\) bounded Lipschitz domain in \( \mathbb R^2\), \(\Omega_2 = \mathbb R^2 \setminus \Omega_1\). After the reformulation to a variational problem on eigenvalues in \((q_2, q_1)\), the following results are obtained: Necessary and sufficient condition for the existence of at least \(m\;(m \geq 1)\) eigenvalues of the initial problem (Theorem 1), condition, under which there exist exactly \(m\) eigenvalues (Theorem 2). As consequences of these results, simplified sufficient conditions are suggested, which ensure the existence of a given number of eigenvalues of the initial problem.
