    Let \(S\) be a scheme of finite type over a universally Japanese ring \(\Xi\) and let \(f:X\to S\) be a smooth projective geometrically integral morphism. Fixing an \(f\)-very ample invertible sheaf \({\mathcal O}_ X(1)\) and a locally free \({\mathcal O}_ X\)-module \({\mathcal E}\) of finite rank one can define an \({\mathcal E}\)-pair to be a pair \(({\mathcal F},\varphi\)) of a coherent sheaf \({\mathcal F}\) on a geometrical fiber of \(f\) and an \({\mathcal O}_ X\)-homomorphism \(\varphi\) of \({\mathcal F}\) to \({\mathcal F}\otimes_{{\mathcal O}_ X}{\mathcal E}\) such that \(\varphi\) induces a canonical structure of \(S^ \bullet({\mathcal E}^ \lor)\)-module on \({\mathcal F}\). An \({\mathcal E}\)-pair \(({\mathcal F},\varphi)\) is said to be stable if \({\mathcal F}\) is torsion free and if it satisfies the stability inequality for all \(\varphi\)-invariant subsheaves of \({\mathcal F}\). The aim of this paper is to construct a moduli scheme of semi-stable \({\mathcal E}\)-pairs along the method by \textit{D. Gieseker} [Ann. Math., II. Ser. 106, 45-60 (1977; Zbl 0381.14003)].
