    Let \({\mathcal F}\) be a \(p\)-dimensional harmonic foliation on a compact (real or complex) space form \(M^ n(c)\) (\(c>0\)), with minimal normal plane field. \textit{H. Nakagawa} and \textit{R. Tagaki} [Tôhoku Math. J., II. Ser. 40, No. 3, 465-471 (1988; Zbl 0644.53028)], \textit{T. Gotoh} [Tsukuba J. Math. 14, No. 1, 99-106 (1990; Zbl 0732.53021)] and \textit{Z.-B. Li} [ibid. 15, No. 2, 397-407 (1991; Zbl 0766.53020)] conjectured, that such a foliation is totally geodesic. The author obtains a partial affirmative answer to this conjecture, when \({\mathcal F}\) satisfies the following conditions: 1) the normal connection is flat along \({\mathcal F}\) and each leaf is simply connected with non-negative sectional curvature (in real case), 2) the scalar curvature of each leaf is not less than \(p(p+2)- (p+1)/ (2- 1/ (2n-p))\) (in complex case). The proofs are based on the determination of the possible types of each leaf by using Simon's type divergence formulas concerning the second fundamental forms of the leaves.
