The main result of this paper is, assuming the Riemann Hypothesis, the estimate \[ {c_{1}TL^{9}\over \pi^{3}} \left(1+O\left({\log L\over L}\right)\right) \leq \sum_{0<\gamma \leq T}| \zeta'(\rho)| ^{4} \leq {c_{2}TL^{9}\over \pi^{3}} \left(1+O \left({\log L\over L}\right)\right). \] Here \(\rho = {1\over 2}+i\gamma\) runs through the nontrivial zeros of the Riemann zeta-function \(\zeta(s),\, L=\log(T/(2\pi)),\, c_{1}=(\sqrt{a}-\sqrt{b})^{2},\, c_{2}=(\sqrt{a}+\sqrt{b})^{2}\) with \(a=61/60840,\, b=97/60840\). This is in consistence with the prediction by \textit{C. P . Hughes, J. P. Keating} and \textit{N. O'Connell} [Proc. R. Soc. Lond., Ser. A, Math. Phys. Eng. Sci. 456, 2611--2627 (2000; Zbl 0996.11052)] depending on random matrix models that \[ \sum_{0<\gamma \leq T}| \zeta'(\rho)| ^{2k} \sim a_{k}{G^{2}(k+2)\over G(2k+3)}TL^{(k+1)^{2}} \quad \quad (T\to\infty) \] for \(k>-{3\over 2}\) and bounded. Here \(G\) is Barnes's function and \(a_{k}\) is a certain arithmetical constant, and in the case \(k=2\) the right-hand side is \(TL^{9}/(2880\pi^{3})\). The proof uses an approximate functional equation for \(\zeta'(s)\), and Gonek's uniform version of Landau's formula to reduce the problem to the calculation of some sums involving divisor-type functions which are then handled by Perron's formula and some combinatorial identities.
