A stress-strain model in a high-gradient elasticity theory is presented containing two new terms: the gradient of rigid body rotation and the gradient of volume strain. With this model the propagation of plane waves in granular media is analyzed. According to the derived dispersion relations, the granular material is a filter in which short-length waves cannot propagate. The maximum admissible frequencies for longitudinal and transverse waves are also determined.
