    Let \(\theta\) be a number with \(0<\theta<\pi/2\). A \(\theta\)-slant isometric immersion \(f: M\to\widetilde M^n(4c)\) from a Riemannian manifold into an \(n\)-dimensional complex space form of constant holomorphic sectional curvature \(4c\) and with complex structure \(J\) can be characterized in the following way: There exists an almost complex structure \(j\) on \(M\) such that \(\langle Jf_* X,f_*Y\rangle= \cos(\theta)\langle jX,Y\rangle\) for all vector fields \(X,Y\in{\mathfrak X}(M)\). In this article, flat \(\theta\)-slant surfaces \(M^2(\pm 4)\) are investigated locally; then \((M,\langle\cdot,\cdot\rangle,j)\) can be considered as an domain of the complex plane \(\mathbb{C}\) with its canonical structure. It is shown that for every 0 there exist infinitely many such surfaces, but that there are no half-minimal examples. In this situation half-minimal would mean that on \(M\) there would exist a parallel unit vector field \(X\) such that \(Jf_*X\) would be perpendicular to the mean curvature vector field of \(f\) everywhere.
