    The global Siegel \(\Phi \)-operator \(\widetilde{\Phi}\) has been defined by Satake. It maps a Siegel modular form \(F\in A_k(\Gamma_0^{(2)}(N)) \) of level \(N\), degree 2, and weight \(k\) to the tuple of elliptic modular forms of weight \(k\), level \(N\) \[ \widetilde{\Phi }(F) = (\Phi (F_{|k} g_i)\mid i=1,\ldots , d) \] obtained by applying the usual \(\Phi \)-operator for each of the \(d\) boundary components of \(\Gamma_0^{(2)}(N)\slash\mathfrak h_2 \). Of course any \((f_1,\ldots , f_d)\) in the image of \(\widetilde{\Phi}\) lies in \(A_k(Bd(N))\), the space of \(d\)-tuples of elliptic modular forms of weight \(k\) level \(N\) such that the values of \(f_i\) and \(f_j\) agree on the intersection of the \(i\)-th and \(j\)-th boundary component. The main result of the paper is that for \(k\geq 4\) and \(N\) squarefree, the image of \(\widetilde{\Phi} \) is indeed the full space \(A_k(Bd(N))\). For \(k\geq 6\) this has been shown by Satake, and for \(k=2\) the global Siegel \(\Phi \)-operator is in general not surjective. The proof for \(k\geq 4\) is based on a certain surjectivity result for the Witt projection operator which is also proven in the paper under review.
