\textit{S. S. Kudla} [Duke Math. J. 86, No. 1, 39--78 (1997; Zbl 0879.11026)] conjectured that the generating function of codimension \(r\) cycles on a Shimura variety of orthogonal type is a Siegel modular form of degree \(r\), taking values in the \(r\)th Chow group of the variety, \textit{R. E. Borcherds} [Duke Math. J. 97, No. 2, 219--233 (1999; Zbl 0967.11022); correction ibid. 105, No. 1, 183--184 (2000)] proved Kudla's conjecture in the case \(r=1\), and \textit{W. Zhang} [Modularity of generating functions of special cycles on Shimura varieties. Ph.D. thesis, Columbia University, New York (2009)] proved a weaker statement, implied by the conjecture, that the span of the special cycles in the second Chow group of such a variety is finite-dimensional. The author constructs a set of Jacobi forms indexed by the elements of \(M_n(\mathbb{Q})\), the ring of matrices of order \(n\) with entries in \(\mathbb{Q}\), and, making use of his construction, proves a statement analogous to Zhang's theorem for \(r=3\) and \(4\).
