    We use the complex Wentzel-Kramers-Brillouin (WKB) method to examine a linear problem on the low-frequency free vibration of a viscoelastic cylindrical shell of moderate length. It is assumed that the natural modes are localized near a certain generatrix on the middle surface of the shell. Such localization might be due to the presence of oblique edges, thickness nonuniformity, of other factors.
