    Let \((M,g,f)\) be a \(C^\infty\) solution of the Einstein-Vlasov system with local \(U(1) \times U(1)\) symmetry which is the maximal globally hyperbolic development of data on a symmetric hypersurface of constant mean curvature \(H_0<0\). The main result of the paper states that the part of the spacetime to the past of the initial hypersurface can be covered by a foliation of hypersurfaces of constant mean curvature taking all values in the interval \((-\infty, H_0]\). Moreover, it is shown that this foliation can be extended to the future of the initial hypersurface in such a way that the mean curvature attains all negative real values.
