    The authors study completeness of the system of eigenfunctions and generalized eigenfunctions (root functions) of boundary value problems for elliptic equations in a rectangle \(\Omega = [0,1]\times [0,l]\) with general boundary conditions. The authors reduce these problems to some boundary value problem for elliptic operator-differential equations with an operator in the boundary conditions in the corresponding spaces and study this problem by the method of operator-differential equations. The results obtained guarantee existence and uniqueness of a weak solution to the problem and completeness of the system of root functions in the space \(\mathcal L_2\big((0,1); H\big)\), where \(H\) is a Hilbert space. For the spectral problem in \(\mathcal L_2(\Omega)\) to the Laplace equation with boundary conditions of Bitsadze-Samarskij type, it is proven that the systems of eigenfunctions and generalized eigenfunctions are complete in \(\mathcal L_2(\Omega)\).
