The present paper consists of 5 sections. Section 1 is an introduction. The statement of the main theorem in this paper, Theorem 1.4, which is a generating series formula in the commutative graded \({\mathbb Q}\)-algebra \(\mathbb{H}^{\Sigma}_{*}(Z)\), and its corollaries are described. At the end of this section, the authors refer to potential applications of their results. In Section 2, they introduce the notion of delocalized equivariant theory of a \(G\)-space \(X\) associated to a covariant functor \(H\). The corresponding induction functor, which is used in Section 4, is also defined. In Section 2.1, the authors introduce a cross-product on \(H^G(X)\) and discuss its compatibility with the restriction and induction functors. In Section 3, they prove Theorem 3.1, which is a general generating series formula in the \({\mathbb Q}\)-algebra \(\mathbb{H}^{\Sigma}(Z)\). After that, they explain some special cases of this theorem. In Section 4, the authors discuss some algebraic structures on \(\mathbb{PH}(Z)\), \(\mathbb{PH}^{\Sigma}(Z)\) and \(\mathbb{H}^{\Sigma}_{\mathrm{id}}(Z)\). In Section 5, they specialize Theorem 3.1 in the framework of characteristic classes of singular varieties. A proof of Theorem 1.4 is given.
