    Let \(R\) be a Hopf algebra and \(T=R[x;\sigma,\delta]\) its Ore extension. In 2003 A. Panov asked the following question: under what condition on \(\sigma\) and \(\delta\) the ring \(T\) inherits Hopf algebra structure from \(R\). The first theorem of the present paper determines all extended comultiplications such that \(\Delta(x)\in R\otimes x+x\otimes R+R\otimes R\). If \(R\) is a connected Hopf algebra over an algebraically closed field of characteristic zero then \(\Delta(x)\in x\otimes 1+1\otimes x+R\otimes R\) for any extended comultiplication. These results are expanded to iterated skew polynomial extensions. The class of these extensions contains coordinate rings of unipotent algebraic groups, universal enveloping algebras of solvable finite dimensional Lie algebras.
