The author studies Fell's topological Frobenius properties for locally compact groups G. If H is a closed subgroup of G, then the pair (G,H) is said to satisfy (FP) if, for any two irreducible representations \(\pi\) and \(\tau\) of G and H, respectively, \(\tau\) is weakly contained in \(\pi\) \(| H\) (\(\tau\) \(\prec \pi | H)\) if and only if \(\pi\) is weakly contained in the induced representation \(ind^ G_ H \tau\). It is known that if G is a, say, Lie group with property (FP) (i.e. (FP) holds for all pairs (G,H), where H is a closed subgroup of G), then G is a group with relatively compact conjugacy classes [\textit{R. Felix}, \textit{R. W. Henrichs} and \textit{H. L. Skudlarek}, Math. Z. 165, 19-28 (1979; Zbl 0395.22006)]. The main result of this paper is the following converse. Suppose that G is an amenable locally compact group and N a closed normal subgroup of G such that every element in N has a relatively compact G-conjugacy class. Then (G,H) satisfies (FP) for any closed subgroup H of N. The paper also contains some results concerning the less restrictive Frobenius property (FP1): \(\tau\) \(\prec \pi | H\) implies \(\pi \prec ind^ G_ H \tau\). For instance, it turns out that (FP1) holds for a countable discrete group G if and only if G is amenable and has a \(T_ 1\) primitive ideal space.
