The authors continue their previous work on the theme that countability conditions on a right nonsingular ring R lead to strong restrictions on the maximal right quotient ring of R [Proc. Am. Math. Soc. 65, 1-7 (1977; Zbl 0376.16008); Q. J. Math., Oxf. II. Ser. 31, 315-327 (1980; Zbl 0438.16012)]; in particular, they seek conditions under which (*) the Type I part of the maximal right quotient ring of R is nonzero. Their main theorem here is that if (a) R is a right Utumi ring (meaning that every right ideal of R with zero left annihilator is essential) and (b) some nonzero left annihilator ideal J of R has a countable dimensional annihilator base (meaning that J contains a countable direct sum V of uniform left modules over some subring of R such that V has nonzero intersection with all nonzero left annihilator ideals contained in J), then (*) holds. One corollary is that (*) holds if R is a right Utumi ring with a nonzero left ideal which has countable dimension over some division subring of R. A more surprising corollary is that if R is a prime right Utumi ring containing a nonzero right ideal which is a countable-dimensional left vector space over some division subring of R, then R must be a right Goldie ring.
