Given a bornological algebra \(\mathfrak{A}\), consider the algebra \(\Gamma^\infty(\mathfrak{A})\) of \(\mathbb{N}\times\mathbb{N}\) matrices \(A\) over \(\mathfrak{A}\) satisfying: (1) the entries of \(A\) are uniformly bounded; and (2) there is a uniform bound on the number of nonzero entries in each row and column of \(A\). This algebra was introduced by the author and \textit{B. Abadie} in [J. Homotopy Relat. Struct. 10, No. 3, Article ID 69, 459--493 (2015; Zbl 1347.55006)], where the authors also associated an ideal \(I_{S(\mathfrak{A})}\subseteq\Gamma^{\infty}(\mathfrak{A})\) to each symmetric ideal \(S\subseteq \ell^\infty(\mathbb{N},\mathbb{C})\). In this article, the author computes the relative cyclic homology groups \({HC}_*(\Gamma^{\infty}(\mathfrak{A}), I_{S(\mathfrak{A})})\) in terms of \({HC}_*(\ell^\infty(\mathfrak{A}), S(\mathfrak{A}) )\), and he obtains some \(K\)-theoretic results about the `stabilizations' \(I_{S(\mathfrak{A})}\) as corollaries. As an example of the latter, it is shown that if \(\mathfrak{A}\) is a \(C^*\)-algebra, and \(c_0\) the ideal of sequences vanishing at infinity, then the algebraic \(K\)-theory \(K_*(I_{c_0(\mathfrak{A})})\) is homotopy-invariant, and contains the topological \(K\)-theory \(K_*^{\mathrm{top}}(\mathfrak{A})\) as a direct-summand for \(*\geq 0\). An important ingredient in the computation is the description, due to the author and B. Abadie [loc. cit.], of \(I_{S(\mathfrak{A})}\) in terms of the crossed product of \(S(\mathfrak{A})\) by the inverse monoid of partial bijections on \(\mathbb{N}\).
