    In [in: Contributions to automorphic forms, geometry, and number theory. Papers from the conference in honor of Joseph Shalika on the occasion of his 60th birthday, Johns Hopkins University, USA, 2002. Baltimore, MD: Johns Hopkins University Press. 719--732 (2004; Zbl 1088.11067)], \textit{P. Sarnak} introduced a novel method to obtain a good effective lower bound for the Riemann zeta-function on the line \(\mathrm{Re}(s)=1\) using the spectral theory of Eisenstein series and the Selberg-Maass relation, namely he proved that \[ |\zeta(1+it)|\gg \frac{1}{(\log|t|)^3},\qquad\text{for \(|t|>1\)}. \] Here, the implicit constant is effective. As it was shown by \textit{S. S. Gelbart} and \textit{E. M. Lapid} [Am. J. Math. 128, No. 3, 619--638 (2006; Zbl 1142.11034)] and \textit{D. Goldfeld} and \textit{X. Li} [``A standard zero free region for Rankin-Selberg \(L\)-functions'', Preprint, \url{arXiv:1606.00330}], his method can be applied to get effective lower bounds for other \(L\)-functions in the height aspect, namely in terms of \(t\). The author of this paper adopts Sarnak's approach to give lower bounds for Dirichlet \(L\)-functions at point \(s=1\) in terms of \(q\). More precisely, he shows that, for every positive integer \(q\geq 2\) and every primitive character \(\chi\) modulo \(q\) we have \[ |L(1,\chi)|\gg \frac{1}{(\log q)^3},\qquad\text{if }\chi\text{ is complex}, \] and \[ L(1,\chi)\gg \frac{1}{\sqrt{q}(\log q)^2},\qquad\text{if }\chi\text{ is quadratic}; \] here, in both cases, the implicit constants are effective.
