This paper is concerned with the construction of extremal elliptic \(K3\) surfaces. The paper gives a complete treatment of those fibrations which can be derived from rational elliptic surfaces by easy manipulations of their Weierstrass equations. The main technique for explicit constructions of such fibrations is via the pull-back of a rational elliptic surface by a base change. The base changes have degree at most \(8\). This method gives explicit equations for 38 semi-stable extremal elliptic \(K3\) fibrations, 32 of which are defined over \(\mathbb{Q}\). They are realized as pull-back of non semi-stable extremal rational elliptic surfaces via base change. This work may be regarded as an extension of the paper of \textit{J. Top} and the reviewer [Rocky Mt. J. Math. 37, 663--687 (2007; Zbl 1140.14036)], where explicit equations are obtained using the same procedure as this paper for the semi-stable extremal rational elliptic surfaces. In addition, the non semi-stable extremal elliptic \(K3\) fibrations are constructed. In total this approach realizes 201 out of the 325 configurations of singular fibers which exist for extremal elliptic \(K3\) surfaces by the classification result due to \textit{I. Shimada} and \textit{D.-Q. Zhang} [Nagoya Math. J. 161, 23--54 (2001; Zbl 1064.14503)]. The method of Shimada and Zhang is based on lattice theory and no explicit constructions are given there. This paper is complementary to that of Shimada and Zhang.
