The main purpose of the paper under review is to extend the existence theorem of a Haar measure on locally compact Hausdorff groups to some more general families of topological groups. In particular, the authors prove that if \(G\) is a topological group and there exists a family of subsets \(\mathcal K\) satisfying some appropriate conditions (for instance, any element of \(\mathcal K\) is countably compact and closed and any element of \(G\) has a neighbourhood belonging to \(\mathcal K\), then there exists an invariant ``regular'' Borel measure \(\mu\) on \(G\) such that \(\mu(K) < +\infty\) for all \(K\in \mathcal K\) and \(\mu(U) > 0\) for any open subset \(U\) of \(G\). Here, it may be relevant to mention a result by \textit{K. Kodaira} [Proc. Phys.-Math. Soc. Japan, III. Ser. 23, 67--119 (1941; Zbl 0025.23703)] where it is proved that the existence of an invariant measure, with some other conditions, on a group \(G\) implies the existence of a topology on \(G\), whose neighborhood system of each point \(x\in G\) is given by the subsets \(xAA^{-1}\), where \(A\) runs over all measurable sets of positive measure.
