    A unifying Hamiltonian framework for describing the dynamics and the radiation of isolated systems is developed. The ultimate aim of this programme is to study localization of gravitational energy in general relativity. In the present paper consequences of the positivity assumption on energy for localizability of energy is studied in a number of field theories.
