A vector-valued Dirichlet series is a formal series \(\sum_{n=1}^{\infty} a_{n} \frac{1}{n^{s}}\), where the coefficients \(a_{n}\) belong to some topological vector space \(X\). This paper extends recent research (where only Banach spaces are considered), taking \(X\) to be a sequentially complete Hausdorff locally convex space. For a given Dirichlet series, the abscissas of convergence, uniform convergence and absolute convergence (\(\sigma_{c}\), \(\sigma_{u}\) and \(\sigma_{a}\)) are defined as the infimum over all \(r \in \mathbb{R}\) such that the series converges in the corresponding sense on \([\mathrm{Re}\,s> r]\). For \(x' \in X'\), the abscissas of the scalar valued Dirichlet series \(\sum_{n=1}^{\infty} x'(a_{n}) \frac{1}{n^{s}}\) are considered and the weak abscissas \(\sigma_{c}^{w}\), \(\sigma_{u}^{w}\) and \(\sigma_{a}^{w}\) are defined as \[ \sigma_{i}^{w} \left( \sum a_{n} \frac{1}{n^{s}} \right) = \sup_{x' \in X'} \sigma_i \left(\sum x'(a_{n}) \frac{1}{n^{s}} \right) \text{ for } i=c,u,a . \] The article studies the relationship of each of the abscissas with the corresponding weak abscissa. Regarding convergence and uniform convergence, it is shown that in both cases \(\sigma_{i}^{w} = \sigma_{i}\) for every Dirichlet series. The spaces for which every Dirichlet series satisfies that \(\sigma_{c} \big( \sum a_{n} \frac{1}{n^{s}} \big)< \infty\) if and only \(\sigma_{c} \big( \sum x'(a_{n}) \frac{1}{n^{s}} \big)< \infty\) for every \(x' \in X'\) are characterized as those satisfying Vogt's \((LB_{\infty})\) condition. Also, a version of Bohr's theorem is proved in this setting: for every Dirichlet series \(\sum_{n=1}^{\infty} a_{n} \frac{1}{n^{s}}\) with \(a_{n} \in X\) (a sequentially complete H.l.c.s.)\ \(\sigma_{u}\) coincides with \(\sigma_{b}\), the abscissa of boundedness. The last section of the article compares \(\sigma_{a}\) with \(\sigma_{a}^{w}\), which may be different. For a topological vector space \(X\), the gap of absolute convergence of Dirichlet series is defined as \[ G_{a}(X) = \sup \sigma_{a} - \sigma_{a}^{w}, \] where the supremum ranges over all Dirichlet series with coefficients in \(X\). The following results are proved. If \(X\) is an infinite-dimensional Banach space, then \(G_{a}(X)= 1 - \frac{1}{\operatorname{cot} X}\) (where \(\operatorname{cot} X\) is the optimal cotype of \(X\)). If \(X\) is a nuclear sequentially complete H.l.c.s., then \(G_{a}(X)=0\), and for Fréchet spaces, \(X\) is nuclear if and only if \(G_{a}(X)=0\).
