Let \(\phi(x)\) be a complex-valued function on the interval \([0,1)\). Let \(N\) denote the set of strictly positive integers and \(Z\) the set of positive integers. If \(n \in N\), then \(n=2^k+j\), where \(k \in Z\) and \( 0 \leq j \leq 2^k\). Define \[ \phi_n(x)=\phi_{kj}(x) = \begin{cases} 2^{k/2}\phi(2^kx-j) &\text{ if } x \in [j/2^k, (j+1)/2^k)\\ 0 & \text{ otherwise.}\end{cases} \] In addition, let \(\phi_0\) denote the characteristic function of the interval \([0,1)\). The sequence \(\{\phi_n; n\in Z\}\) is called a {system of translations and contractions of the function \(\phi\)}. This paper studies conditions under which a system of translations and contractions is a Riesz basis for \(L^2[0,1]\). It contains two main theorems. Given a function \(\psi\) whose system of translations and contractions is known to be a Riesz basis of \(L^2[0,1]\), and a function \(\phi\) obtained from the system of translations and contractions of \(\psi\) in a certain way, the first theorem presents a necessary and sufficient conditions for the system of translations and contractions of \(\phi\) to be a Riesz basis of \(L^2[0,1]\). If \(\phi\) belongs to a certain class of functions, the second theorem presents a necessary and sufficient condition for the system of translations and contractions of \(\phi\) to be a Riesz basis of \(L^2[0,1]\).
