The article examines the problem of hierarchical control of the linear system of the population dynamics model with missing birth rate. Two problems are considered: the first problem is optimization associated with the problem of the absence of birthrate, the second problem is the problem of zero controllability associated with the equations of population dynamics. The authors use the Stackelberg model for the control system. To address the lack of birthrate, the concept of low-regret control is introduced. Including the corresponding Carleman inequalities, was solved the leader problem. The proposed method is to study control with low-regret for the follower and the problem of zero-control for the leader. The control's elements depend on the setting of the low-regret control. It's proved that low-regret control converges to a control called a no-regret control, and the characteristic of that control is inferred. Further work will be to study the linearity of this control with respect to the follower k, in order to consider the second problem with the state associated with no-regret control.
