    The authors determine effective elastic moduli of transversely isotropic plane composites with circular inclusions. First, a probabilistic Voronoi tenssellation is introduced. Next, each Voronoi cell is replaced by a coated cylinder, and its effective moduli are written. Further, using Hill's self-consistent method, the authors calculate the effective moduli of the whole material. There are numerical examples with a multimodal beta distribution of inclusions.
