The author continues his program on the complex characters of finite semigroups [Proc. Lond. Math. Soc., III. Ser. 73, No. 3, 623-641 (1996; Zbl 0860.20051), and J. Algebra 205, No. 1, 53-76 (1998; Zbl 0913.20041)]. The author begins by reducing the general problem to the study of finite local monoids \(M=G\cup J\cup\{0\}\), where \(G\) is the unit group and \(J\) a regular \(\mathcal J\)-class. Let \(H\) be a maximal subgroup of \(J\). For a \(\mathbb{C} H\)-module \(U\) with character \(\theta\), let \(\widetilde U\) be the associated \(\mathbb{C} M\)-module, \(\widetilde\theta\) the character of the \(\mathbb{C} G\)-module \(\widetilde U\). For a \(\mathbb{C} G\)-module \(V\) with character \(\psi\), the author constructs a natural \(\mathbb{C} H\)-module \(\underset\sim V\) with character \(\underset\sim\psi\). The main result of this paper is a Frobenius-type reciprocity theorem; \(\langle\widetilde\theta,\psi\rangle_G=\langle\theta,\underset\sim\psi\rangle_H\). As a consequence the author obtains a characterization of the \(J\)-cuspidal characters of \(G\). The author interprets the results for groups and introduces the concept of double parabolic induction.
