The authors study a regime of a strong electric field in a vessel. This leads from the Vlasov-Poisson system to the Euler equations of an incompressible fluid. The eventual dissipative effects are seen to be induced by a Fokker-Planck system completing the former one. This effort is claimed to be original since it considers a system where the total charge is finite and is confirmed by a strong electric field determined by an external confining potential. The effects of an eventual magnetic field of the changing electric one is omitted. Details for non-homogeneous distribution of the limiting charge density are also studied, the result of this approach leads to the replacement of the Euler equations by an unelastic equation that is similar to the equation of a lake. The weak solution of this equation is also discussed. Details referring to an eventual parameter system for a magneto-optical experiment are also considered.
