    In this first of two important papers on the theme the authors present the first ``natural'' proof of the consistency of the normal Moore space conjecture, assuming the consistency of a supercompact cardinal. The proof is ``natural'' in that it avoids the use of measure theory, generalizes easily to higher cardinals, and is conceptually transparent. It will be of particular value for all researchers in set-theoretic topology, since the authors succeeded ``in making the proof intelligible to topologists and the problem attractive to set-theorists''.
