    The Golod-Shafarevich inequality (in the form due to E. B. Vinberg) connecting the numbers of generators and relations of a finite \(p\)-group is generalized to a pro-\(p\)-group \(G\) (theorem A). Corollary A: if sections of \(G\) don't contain an infinite finitely generated subgroup then there is a constant \(k>0\) such that \(d(H)\leq k| G:H| ^{1/2}\) for each open subgroup \(H\) of \(G\), and if \(G/N\simeq\mathbb{Z}_ p\) for a closed normal subgroup \(N\) then \(N\) is finitely generated. Analogues results are proved for discrete finitely presented groups.
