A topological abelian group \(G\) is linearly compact if it has a complete system \((U_\alpha)_{\alpha \in \mathcal I}\) of neighborhoods consisting of subgroups such that any centered system of cosets with respect to subgroups \(U_\alpha, \alpha \in \mathcal I\), has a nonempty intersection and all discrete factor groups of \(G\) satisfy the minimality condition for subgroups. A topological abelian group \(G\) having a complete system of neighborhoods of zero is linearly discrete if it is the free union of some set of compact subgroups and in any compact subgroup of \(G\) increasing chains of closed subgroups terminate. In Section 1 the author proves: Let \(G\) be a linearly discrete or linearly compact group, \(\widehat{G}\) be its character group and \(G'\) be the character group of \(\widehat{G}\). Then \(G\) and \(G'\) are isomorphic topological groups. In Section 2 the author demonstrates that the maximal periodic subgroup of a linearly discrete group \(G\) is closed and discrete, the group \(G\) can be decomposed into the direct sum of its primary subgroups with respect to distinct prime numbers \(p\) and that the subgroups \(p^nG, n = 1,2,\dots,\) are closed in \(G\). In Section 3 the author examines the splittability condition for linearly discrete topological groups \(G\) and presents characteristic conditions for the decomposability of \(G\) into the direct sum of rank-\(1\)-groups. In Section 4 universal groups for linearly discrete and linearly compact groups are constructed. In Section 5 it is shown that any reduced linearly discrete group \(G\) possesses basis subgroups and any two basis subgroups of \(G\) are isomorphic. In the last two sections the author defines weakly linearly compact and weakly locally compact topological abelian groups. The weakly linearly compact abelian groups generalize the weakly separable abelian groups and the weakly locally compact abelian groups generalize the fibrous abelian groups introduced by \textit{N. Ya. Vilenkin} [Mat. Sb., Nov. Ser. 24(66), 189--226 (1949; Zbl 0045.31304)]. For weakly linearly compact groups the character theory is established and for weakly locally compact abelian groups universal groups are constructed. The character group \(\widehat{G}\) of a weakly linearly compact group \(G\) is weakly compact linear and the character group of \(\widehat{G}\) is as topological group isomorphic to \(G\). Moreover, the character group of a weakly locally compact group is weakly locally compact.
