    Let $X_f$ be the set of all non-principal Dirichlet characters modulo $f$, and let $X_f^+$ and $X_f^-$ denote the subsets of even and odd characters, respectively. In this paper, the authors consider the twisted moments \[ M(f,c)=\sum_{\chi\in X_f}|L(\tfrac12,\chi)|^2\chi(c) \] and \[ M_\pm(f,c)=\sum_{\chi\in X_f^\pm}|L(\tfrac12,\chi)|^2\chi(c), \] where $c$ is a positive integer with $(c,f)=1$. The main result of the paper is the following theorem. \par Theorem. We have \[ M_+(f,c)=\frac{\pi^2}{12c}\varphi(f)\prod_{p\mid f}\Big(1-\frac{1}{p^2}\Big)-\frac{\varphi(f)^2}{f^2}\bigg(\log f-\frac{\log c}{2}+\sum_{p|f}\frac{\log p}{p-1}\bigg)^2+O(c+\log f). \] The authors note that the work of \textit{S. R. Louboutin} [Proc. Am. Math. Soc. 142, No. 5, 1539--1544 (2014; Zbl 1314.11055)] implicitly implies that \[ M_-(f,c)=\frac{\pi^2}{12c}\frac{\varphi(f)^2}{f}\bigg(\prod_{p\mid f}\Big(1+\frac1p\Big)-\frac{3c}{f}\bigg)+O(c). \] So combining with the above result gives \[ M(f,c)=\frac{\pi^2}{6c}\varphi(f)\prod_{p\mid f}\Big(1-\frac{1}{p^2}\Big)-\frac{\varphi(f)^2}{f^2}\bigg(\log f-\frac{\log c}{2}+\sum_{p\mid f}\frac{\log p}{p-1}\bigg)^2+O(c+\log f). \] The results are meaningful only for very small $c$, $c=o\big((\log f)^2\big)$.
