This is a paper of considerable interest for research of quantum algebras. The author studies two versions of the double Yangian \(\text{DY}_q(\text{sl}_2)\), denoted by \(\text{DY}_q(\text{sl}_2)\) and \(\text{DY}_q^\infty(\text{sl}_2)\) with \(q\) a nonzero complex number. The author constructs a quantum vertex algebra \(V_q\) and proves that every \(\text{DY}_q(\text{sl}_2)\)-module is naturally a \(V_q\)-module. The author also shows that \(\text{DY}_q^\infty(\text{sl}_2)\)-modules are \(V_q\)-modules-at-infinity.
