[For part I, see ibid. 24, 623-658 (1984; Zbl 0582.58035).] This paper is a continuation of part I. There, local energy estimates for effectively hyperbolic operators of second order and of a specific form were derived. Here, the author does the same for another type of effectively hyperbolic operators. The techniques are the same as in part I.
