    Let \(w=(w_ n)_ n\) be a decreasing sequence of positive real numbers such that \(\lim_{n\to \infty}w_ n=0\) and \(\sum^{+\infty}_{n=1}w_ n=+\infty\). For \(0<p<1\), let d(w,p) be the space of sequences \(a=(a_ n)_ n\) of real numbers such that \(\| a_ n\|_{w,p}=\sup_{\pi}\sum^{+\infty}_{n=1}| a_{\pi (n)}|^ pw_ n<+\infty\), where the supremum is taken over the set of permutations of the integers, endowed with the p-norm \(\| a\|_{w,p}\). The authors characterize the topological dual and the Mackey topology (i.e. the finest locally convex topology weaker than the original one) of the spaces d(w,p); they give a necessary and sufficient condition to have \(d(w,p)\subset \ell_ 1\). These problems have been studied previously in the case \(p=k^{-1}\) (k integer) by \textit{N. Popa} [Trans. Amer. Math. Soc. 263, No.2, 431-456 (1981; Zbl 0461.46006)].
