Given a non-negative Radon measure \(\mu\) on \(G\), a locally compact group, a necessary condition on pairs \((q,p)\) is found to ensure that \(\mu\) is a multiplier from \(L^p(G)\) to \(L^p(G)\) (for Haar measure on \(G\)). For \(\mathbb R^n\) and for \(\mathbb R/\mathbb Z\) this extends and generalizes earlier work of \textit{D. M. Oberlin} [Mich. Math. J. 51, No. 1, 13--26 (2003; Zbl 1035.53023); Colloq. Math. 97, No. 1, 23--28 (2003; Zbl 1095.42007)].
